On January 30, 2025, Garcia highlighted his efforts to unify opposition against mass deportations by hosting a roundtable with immigrant rights groups and a call with over 40 elected officials from his district. He emphasized the need for solidarity against these actions, stating, "Being anti-immigrant is anti-American and we must stand united against these unconstitutional raids."

Later that day, Garcia expressed concern over Immigration and Customs Enforcement (ICE) operations. He pointed out that "50% of the people ICE is rounding up have no criminal record" and criticized the lack of due process for many individuals. He advocated for pathways to citizenship or work permits without fear of ICE intervention.

On January 31, 2025, Garcia addressed another issue stemming from the Trump administration—a federal funding freeze. He reported that "240 nonprofit, government and education leaders joined me on a call last night for a briefing on Trump’s disastrous federal funding freeze". While he noted success in countering this challenge, he warned of potential future adversities.
