On March 28, 2025, Garcia addressed collective bargaining rights, expressing opposition to unilateral actions by Donald Trump: "Trump cannot unilaterally end collective bargaining for federal workers. We know when people organize and collectively bargain, wages go up, and working conditions improve. We will fight this decision in the courts and in Congress. Unions make America strong."

Later that day, the congressman called for the release of detained students, stating, "Rumeysa Ozturk and other students who have been detained by ICE for expressing their First Amendment rights must be released immediately."
