On November 22, 2024, Garcia announced the launch of the YIMBY Caucus with a post emphasizing the critical nature of the affordable housing crisis in California. He stated, "We've launched the YIMBY Caucus because the affordable housing crisis is the #1 issue we face—especially in California. It’s time to take action and build the future we deserve."

In a subsequent post on November 23, 2024, Garcia elaborated on the housing shortage across California and nationwide. He advocated for zoning reforms as part of a bipartisan effort to address this crisis. He expressed optimism about collaboration between political parties by stating, "California and the nation are short millions of homes. We need to reform zoning and build more housing.
