On March 12, 2025, Garcia criticized the Republican-endorsed budget plan for its potential impact on public services. He stated: "This budget plan passed by Republicans is an endorsement of Elon Musk’s plans to cut Medicaid, education funding, and veterans benefits. Senate Democrats should strongly reject it."

Later that day, he addressed concerns over workforce reductions at the Department of Education. In his tweet, he remarked: "It’s insane that Elon Musk and Trump are dismantling the Department of Education by cutting its workforce in half. The agency is critical in providing support and funding for children with disabilities. This must be stopped."

In a subsequent tweet on the same day, Garcia reaffirmed his commitment to opposing these cuts while ensuring government continuity. He stated: "I’m ready to vote now, tomorrow, or anytime to pass a four-week extension. House Democrats stand united to stop Elon Musk’s attacks on our agencies. We want to keep the government open and stop harmful cuts."
