Barragán was born in Los Angeles in 1976 and continues to reside there. She earned her undergraduate degree from UCLA in 2000 and a law degree from USC in 2005. Before entering Congress in 2017—replacing Janice Hahn—she built her career as an attorney and advocate for local issues.
